Background

The Chester Community Charter School (“CCCS”) is located in Chester, Pennsylvania, Chester, a formerly vibrant manufacturing center in a Philadelphia suburb with 37,000 residents, a black population of 75.7 percent, a median household income of $25,703 (about $14,000 below the statewide median household income) and a poverty rate of 27.2 percent, nearly two-and-a-half times the Pennsylvania state poverty level.

CCCS opened its doors on September 9, 1998. Back then, the entire school was situated in four meeting rooms in the lobby of the Howard Johnson Hotel on the corner of Edgemont and Providence Avenues, in Chester, Pennsylvania. CCCS started with 97 students in a hotel, grew to few small trailers, and ultimately steadily increased to approximately 2,500 in numerous state-of-the-art buildings. Drawing from the same pool of students as other schools in the Chester-Upland School District, CCCS has been able to produce consistently superior student test results on statewide-standardized tests.
